1. Go to GTAV\mods\update\update.rpf\common\data

2. Extract dlclist.xml and add this line:

dlcpacks:\ls16\

3. Then go to GTAV\mods\update\x64\dlcpacks and make a folder called "ls16". Add the included DLC.rpf file to that folder
