X:/Grand Theft Auto V/mods/update/x64/dlcpacks

Using OpenIV, navigate to:
X:/Grand Theft Auto V/mods/update/update.rpf/common/data
Edit the "dlclist.xml" file using a text editor (e.g., Notepad) and add the following line at the bottom:

dlcpacks:/sti12/

Save the changes and close the "dlclist.xml" file.

Step 3:
Start Grand Theft Auto V and use any trainer with a spawn-by-name feature to spawn the car using the spawn name "sti12".
