To install the mod as an add-on, create a new folder named "cox2013" in gta5/mods/update/x64/dlcpacks and add the mod files to it. Lastly, edit your gta5/mods/update/update.rpf/common/data/dlclist.xml file to include "dlcpacks:/cox2013/".
